MWB was commissioned to lead the design of a next-generation Weigh-in-Motion (WIM) system in Abu Dhabi—part of a broader strategic initiative to enhance freight regulation, asset preservation, and intelligent enforcement across the national road network. The project focused on the design of WIM stations, ensuring full compliance with international standards and readiness for future integration with smart mobility systems.

MWB’s Role in this Project

MWB provided end-to-end technical leadership across ITS part of the project, from technology evaluation to detailed design. Our team began with an in-depth industry benchmarking study, surveying international best practices in WIM deployment, sensor technologies, data processing methods, and enforcement integration models. Key deliverables and technical contributions included:

  • A detailed Concept of Operations (ConOps) defining system functions, user roles, data flow, and integration pathways with Traffic Management Centers (TMCs), enforcement bodies, and back-office platforms
  • Development of a conceptual system architecture covering sensor selection, pavement integration, data transmission, and communications protocols
  • Site selection analysis based on geometrics, traffic volumes, enforcement viability, and infrastructure readiness
  • Engineering of civil, electrical, and structural elements for high-speed and static WIM stations, including loop detector placement, load cell specifications, gantry design, and roadside cabinet requirements
  • Development of data validation algorithms and calibration protocols to support real-time axle load measurement and vehicle classification
  • Creation of a detailed design package suitable for tendering, including CAD drawings, system specifications, bill of quantities (BoQ), and implementation phasing strategy
